Crisis-ready, by design

Paul Phipps-Williams works with organisations who want to become more resilient to the growing risks we face, and more confident in how they respond in a crisis.

//   01 - about me

At the heart of national and local resilience since 2011

0 + yrs

Working with Phipps-Williams Advisory gives you access to 24 years of policy and strategy experience, 15 of these managing national emergencies at both central government and local multi-agency level.

I've sat around the COBR table and worked with multi-agency partners across the country. This gives me a unique perspective on crisis preparedness from both a local and national view.

Frequently Asked Questions

I help businesses understand their risk, put in place strategies to mitigate them. I also help design and deliver exercises to test response plans, act as a critical friend to plans and policies, and can deliver training and facilitate workshops.

I was a civil servant for 24 years in the Ministry of Housing, Communities and Local Government.  I've developed policy across housing, cohesion, planning, and local government.

I've worked in the private offices of cabinet ministers in both the House of Commons and House of Lords, and taken extensive pieces of legislation through Parliament.

Over the last 14 years I specialised in resilience and crisis management, leading response teams, enabling Ministers to take informed decisions in COBR, mitigating national capability risks in areas such as transport, fire safety, homeland defence and  border disruption, and working with multi-agency partnerships to improve the resilience of local areas.

Over the course of my career I have been the Head of Regional Resilience for the South-West, Midlands, South-East, London and East of England. I have worked extensively with local resilience forums to help them plan for, respond to, and recover from emergencies.

I am MAGIC trained, qualified to act as a strategic commander, and have delivered keynote speeches to national conferences and training workshops across England.

I work with private and public-sector organisations who want to understand how to become more resilient in light of the ever-changing nature of risks to their success.

I do this in many ways, through facilitating workshops, designing exercises, reviewing plans, developing strategies and recommending steps to increase resilience.
